NATURE OF WORK
This is professional work, under the direction of the Environmental and Regulatory Affairs Coordinator, to support the implementation and administration of the City's storm water permit program and is responsible for providing a range of program and technical support in achieving and maintaining permit compliance.
Duties And Responsibilities
  • 1. Work independently or with the assistance of others to plan, schedule, coordinate and complete duties that are applicable to implementing the education and public participation requirements of the storm water permit, including but not limited to: preparing and distributing educational materials, preparing for and making public presentations, creating and leading training sessions, developing and implementing public participation activities or workshops, writing newsletter articles, and preparing press releases and conducting interview with the media, as needed to meet storm water permit goals. Each educational and public participation initiative must be designed to fit the needs and expectations of the target audience(s) and comply with the measurable goals listed in the storm water permit.
  • 2. Coordinate, document and track pertinent storm water management program data to meet the information and reporting needs of the City and the Minnesota Pollution Control Agency using tools such as ArcMap, ASIST (the complaint tracking database), the education tracking database, various spreadsheets, and/or surveys. Extract clippings of storm water articles and ads from local publications and enter them into the education database.
  • 3. Develop, update and retrieve data from new or existing electronic and manual sources (such as documents, spreadsheets and databases) to support the document assigned activities. Analyze the data, reviewing it for accuracy and completeness; research questionable entries, initiate corrective measures, and prepare summary data sets and reports, as directed.
  • 4. Act as a liaison between the City and its target audiences, including other departments and agencies involved in water resource protection, in the development of program materials, delivery methods, and evaluations of program success.
  • 5. Schedule, facilitate or participate in, and document proceedings of meetings related to assigned duties.
  • 6. Maintain the storm water web site, information kiosks, storm water postings, and the storm water supply and educational material inventories.
  • 7. Coordinate with other Storm Water utility team members to assess priorities, provide cost estimates for developing budgets, update the Storm Water Pollution Prevention Program, provide continuous process improvement, and provide backup support as needed to ensure the most effective use of available resources.
  • 8. Assist in the promotion, review, and tracking of storm water utility fee credit applications and reports.
  • 9. Develop and educational strategy to deal with encroachments on public storm water management lands and implement it, in conjunction with related ordinance development, signage plans, and enforcement activities.
  • 10. Perform office duties needed to implement the education and the public participation programs, including, but not limited to: phone intake, e-mail communication, the preparation of individual or mass mailings in response to complaints, preparing legal notices, and electronic and manual filing.
  • 11. Perform other duties as assigned.
  • ESSENTIAL FUNCTIONS
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor's degree in education, marketing, communication or an academic field related to natural resources, water resources, or watershed management. Plus, one year of experience that included the development and implementation of educational or public participation programs or activities, data collection, program tracking and assessment, and reporting.
Demonstrated proficiency using MS Office products and related software required, including Word, Excel, Access, Publisher, and Outlook. Ability to conduct internet-based research, assess other similar programs with comparable goals, and extract information, and ideas appropriate for application in Rochester.
Valid MN driver's license required
Desirable Qualifications
EDUCATION AND EXPERIENCE
Post-bachelor's degree training or advanced degree in science or environmental education, social or behavioral marketing, or an academic field related to natural resources, water resources, or watershed management. Experience in non-traditional educational settings and with target audiences of all ages and backgrounds and in preparing effectively designed printed materials.
Ability to prepare and present educational materials in languages understood by Hispanics, Hmong, and/or Somali immigrants.
Ability to use the following software products or their equivalent: ESRI ArcMap, InDesign, Quark, Adobe Illustrator, and Team Site.

This position requires the majority of time spent in a seated position, with time spent standing and walking during indoor or outdoor presentations.
A major portion of the workday is spent indoors, working on personal computer, with less than 20% of times spent outdoors making presentation or conducting public participation activities, potentially with some exposure to adverse weather conditions.
Objects to be lifted, carried, pushed, or pulled rarely exceed fifty (50) pounds.
Movements such as climbing, stooping, kneeling, and crouching are sometimes required.
Simultaneous and often repetitive use of hand, wrist, and fingers is often required.
Excellent sensory skills are important (sigh, hearing, speech) for effective communication and audio visual and verbal functions are vital aspects to perform this position.

Employee Benefit And Retirement Summary
Benefits Eligibility: Most employees are eligible for benefits described in this summary if they are classified as a regularly scheduled full-time or part-time employee working at least twenty (20) hours or more per week. All insurance takes effect the first of the month after the start of employment. Many of the plans offer coverage for eligible dependents, including:

  • Dependent children, including stepchildren, legally adopted children, and children placed with the employee for adoption. The maximum age for dependents is based on the specific benefit.
Vacation: Vacation hours will accrue each pay period and can be used as accrued, subject to supervisor approval. Depending on your collective bargaining agreement, employees may not be eleigble to take vacation until after the 6 month probationary period.

Sick Leave: Sick leave is accrued at one (1) day per month worked with no maximum. Sick leave may be used for personal illness, dental and medical care and for serious illness of immediate family.
Paydays: The City deposits payroll every other Friday. Insurance premiums are deducted from the first and second payroll checks of each month to pay for the coverage for that month. Retirement savings plan deductions are taken from all 26 pay periods.
Health and Dental Insurance: The City offers one self-insured medical plan with two coverage options, the Base Plan Option or the High-Deductible Health Plan (HDHP) Option. Each plan option has four coverage tiers beginning with employee only, employee plus children, employee plus spouse, and family coverage. In addition, eligible preventative services are covered at 100%. Dental Insurance is provided to employees at no cost, and a small cost is incurred for family coverage. Please refer to the chart below for premium information.
  • Base Plan - Employees carrying single coverage are subject to a $200 deductible. Employees enrolled in any other tier of coverage are subject to a $400 combined family unit deductible. This plan option covers eligible expenses on an 80/20 basis after meeting the deductible amount. Out-of-pocket maximums are $3,000 per person or $6,000 per family. Once meeting the maximum out-of-pocket amount, the plan covers eligible expenses at 100%.
  • High-Deductible Health Plan (HDHP) - Under this plan option, the City contributes to a Health Savings Account (HSA) for the employee based on the coverage tier selected. Individuals choosing employee-only coverage are subject to a $3,000 deductible. All other coverage tiers are subject to a $6,000 combined family unit deductible. After reaching the deductible amount, eligible expenses are covered at an 80/20 basis until the out-of-pocket maximum of $5,000 per person or $10,000 for all other coverage tiers. Once the maximum out-of-pocket amount is met, eligible expenses are covered at 100%.
Flexible Benefits: Employees can set aside pre-tax money from their paycheck for certain eligible expenses. Each year employees determine how much to set aside. The City offers two types of FSA options, the medical FSA, which you can use to reimburse health, dental, vision, and out of pocket health care expenses, and the dependent care FSA.
Life Insurance & AD&D Insurance: At no cost to the employee, the City provides eligible employees with basic life insurance and accidental death and dismemberment (AD&D) benefits, an important element of income protection planning. Employees can buy additional supplemental life insurance for themselves, their spouse, and dependent children. As part of this benefit, employees may access travel assistance, health advocacy and elder care or special need services, and alternative legal and financial consultation and referrals.
Long Term Disability: Employees may purchase long-term disability benefits, which protects you from loss of income if you are unable to work. Benefits may begin in the fourth month of an eligible disability due to injury or sickness and may continue up to your normal retirement age. You can elect coverage between $500 and $5,000 per month or up to 60% of your base monthly income.
Retirement Planning Options
  • Public Employees Retirement Association (PERA): As a public employee, you will automatically be enrolled in a PERA plan. Under the Coordinated plan, employees contribute 6.5% of their pre-tax earnings, and the City contributes 7.5%.   • Deferred Compensation: As a voluntary retirement program, the City offers several 457(b) IRS qualified deferred compensation retirement savings plans. A 457 retirement plan is a great way to supplement future retirement income by contributing pre-tax or after-tax earnings through automatic payroll contributions. Employees determine how much to contribute and can change this amount monthly. The City offers a choice of three 457 plan vendors: Empower, Mission Square, and Minnesota State Retirement Services (MSRS).
