Job Summary

Own the end-to-end interactive marketing stack for a regulated lottery environment, driving funnel optimization and multi-channel engagement from website to mobile app and messages across email, SMS, and push. Shape strategy with internal partners, measure performance, and tie campaigns to revenue and compliance goals.

  • Channel & Campaign Ownership: define targeting, messaging, and channel mix; oversee CRO and lifecycle improvements across digital funnels.
  • Platform Leadership: manage digital content, online sales tools, integrations, and vendor relations to support revenue growth and brand integrity.
  • Measurement & Compliance: translate metrics into leadership-ready recommendations while ensuring ADA/WCAG and legal standards are met.

Job Description

  • Lead the development and execution of interactive marketing and communications strategies that support organizational goals, product awareness, and customer engagement across the Lottery's digital channels (website, mobile application, email, SMS and mobile push notifications).
  • Serve as a interactive advisor and primary point of contact for internal stakeholders, providing guidance on marketing approaches, campaign planning, timelines, and performance measurements.
  • Direct the planning, launch, and evaluation of interactive marketing campaigns, including audience targeting, messaging strategy, channel selection, and post-campaign analysis.
  • Present interactive marketing strategies, performance results, and recommendations to leadership and other stakeholders in a clear and actionable manner.
  • Monitor and analyze complex digital funnels to identify friction points and implement conversion rate optimization (CRO) strategies.
  • Manages digital content strategy and execution for websites, mobile applications, email, push notifications and SMS, ensuring messaging is on strategy, consistent, accessible, aligned with brand standards and campaign objectives and KPIs are achieved.
  • Lead the administration and continuous improvement of the Lottery's digital and eCommerce systems, including online sales tools, platform integrations, and vendor supported technologies.
  • Analyze digital and platform performance metrics to assess effectiveness, identify trends, and recommend data-driven improvements to increase engagement and support revenue growth.
  • Ensure all marketing and digital communications comply with applicable laws, regulations, accessibility standards (ADA/WCAG 2.1 AA), and organizational policies.
  • Collaborate with creative agency and external vendors on interactive marketing campaigns and initiatives, ensuring deliverables meet scope, quality, budget, and timeline expectations.
  • Seven (7) years of experience directly managing end-to-end digital interactive platforms for a large subscriber base(websites, mobile applications), demonstrated ability to manage digital content and platforms with a core focus on online sales, transactional eCommerce, digital product management, or online gaming/lottery revenue generation; experience managing high-visibility, consumer-facing digital marketing strategies and automated execution (including email, SMS, and mobile push notifications).
  • Bachelor's degree from an accredited institution in Business, Marketing, Communications, Computer Science or Information Technology, or a field of study related to the work assignment as determined by the Department.
  • Three (3) years of experience directly managing end-to-end digital interactive platforms for a large subscriber base (websites, mobile applications), demonstrated ability to manage platforms with a core focus on online sales, transactional eCommerce, digital product management, or online gaming/lottery revenue generation; experience managing high-visibility, consumer-facing digital marketing strategies and automated execution (including email, SMS, and mobile push notifications).
  • Demonstrated experience in lifecycle marketing, consumer retention, and loyalty initiatives, including the use of marketing automation and CRM systems to drive Customer Lifetime Value (LTV).
  • Experience in a role where platform management is essential to the organization's revenue generation and brand integrity.
  • Experience with eCommerce systems and management.
  • Experience with project management.

  • Experience with database management.
  • Experience with budget management and tracking.
