Job Summary

Own and guide enterprise-scale communications and change-management initiatives for DHS/ICE programs, translating adoption needs into practical plans that align with agency goals.

  • Plan and lead complex change management campaigns and outreach initiatives.
  • Coordinate cross-functional communications, stakeholder engagements, and technical reviews with advisory input from HSI/OCIO.
  • Tailor adoption strategies using qualitative and quantitative methods to ease new technology transitions across large federal programs.

Job Description

Responsibilities

  • Lead communications, advertising, marketing, or change management projects with guidance and direction to project teams, supporting completion of project-specific tasks within estimated time frames and budget constraints
  • Plan complex change management campaigns and outreach initiatives
  • Lead change management initiatives across large organizations, or lead complex change management efforts for federal agencies
  • Interact with HSI and OCIO to support presentations, client meetings, management and technical review, provide industry insight, issue resolution, and support critical decision making
  • Demonstrate exceptional interpersonal and written communication skills and tailor strategies to ease new technology adoption

Requirements

  • Minimum of eight (8) years of progressive experience in developing communication strategies and executing communications programs in alignment with agency objectives
  • Experience in leading communications, advertising, marketing, or change management projects with a demonstrated ability to provide guidance and direction to project teams, supporting the completion of project-specific tasks within estimated time frames and budget constraints
  • Experience in planning complex change management campaigns and outreach initiatives, leading change management initiatives across large organizations, or leading complex change management efforts for federal agencies
  • Interaction with HSI and OCIO to support presentations, client meetings, management and technical review, provide industry insight, issue resolution, and support critical decision making
  • Exceptional interpersonal skills and superior oral and written communication skills
  • Ability to tailor strategies to ease new technology adoption and to facilitate organizational change using qualitative and quantitative methods to measure change and user preferences
  • Certification in Lean Six Sigma (Green Belt or above), or other equivalent industry standard certification
  • Current DHS Suitability Clearance and TS
