Why does the job exist?
The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Cultural Resources Office (CRO) of the NMSLO was created in 2021 to improve stewardship of cultural resources on the surface acres of trust land. The CRO reviews lease and improvement applications, conducts cultural resources surveys, assists leasing divisions with cultural compliance for land management projects, and consults with government agencies and Tribal communities. This position will reside within the Cultural Resources Office and will report to the Director of Cultural Resources. It will ensure the program compliance with federal, state, and regulatory requirements by coordinating consultation and engagement with Tribes, Nations, Pueblos, and other descendant communities. This position exists to independently coordinate and implement complex Tribal engagement programming, applying advanced program analysis, oversight, and planning to support compliance, strengthen government-to-government relationships, and improve program effectiveness in stewardship of cultural resources on state trust lands. The position also monitors program activities in relation to established program goals and develops performance metrics and evaluation standards for assessing program effectiveness and overall outreach efforts.
How does it get done?
The Cultural Resources Office (CRO) of the New Mexico State Land Office is seeking an experienced professional to assist with operations including (but not limited to) two key responsibilities: administrative duties (90%) and travel and field visits (10%). Administrative duties includes coordination of meetings and serving as the primary agency contact for Tribal partners, facilitating the coordination of Tribal engagement considerations into internal projects, tracking program activities and evaluating Tribal engagement outcomes, reviewing reports to ensure compliance, and collaborating with leadership to implement Tribal perspectives. Tracking and reporting will include maintaining an accurate directory of active Tribal leadership, Tribal Historic Preservation Officers, Tribal Administration Staff, and Legal Counsel. Travel and field visits includes coordinating and conducting site visits, and representing NMSLO in external engagements. This position will be involved in collaboration and consultation with other government agencies, including Tribes, Nations, and Pueblos, regarding specific project plans and mitigation strategies.

Minimum Qualification
Associate's Degree and three (3) years of experience in program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
