Job Description

Responsibilities

Lead end-to-end development of proposals and qualifications (RFQs/RFPs) across all service lines
Manage and produce DOT submittals (including MassDOT, NHDOT, MaineDOT, VTrans, CTDOT, RIDOT)
Facilitate go/no-go decisions in collaboration with leadership
Coordinate with project managers, engineers, and technical staff to develop compelling, compliant submissions
Write, edit, and format technical and non-technical content
Maintain proposal templates, resumes, and project profiles
Ensure all submissions meet deadlines, compliance standards, and client requirements
Develop and execute marketing strategies aligned with JTC’s growth goals
Work within the Deltek CRM systems to track communications, win rates, and pursuit probability and revenue potential
Partner closely with Business Development to support

Requirements

5–10+ years of marketing/proposal experience in the AEC, engineering, or construction consulting industry
Strong experience with RFP/RFQ processes , including DOT submissions
Proven ability to manage multiple concurrent proposals under tight deadlines
Exceptional writing, editing, and document formatting skills
Proficiency with: Adobe InDesign, Microsoft Office Suite, CRM systems (Deltek preferred)

Preferred

Experience working with New England public agencies (MassDOT, NHDOT, MaineDOT, etc.)
Familiarity with materials testing, geotechnical, environmental, or inspection services
Experience supporting multi-discipline firms with diverse service offerings
