DEKALB JUDICIAL CIRCUIT
4th JUDICIAL ADMINISTRATIVE DISTRICT
Salary Grade 24 – $76,553-$123,250
PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide strategic leadership for court communications, professional development programs, and stakeholder engagement initiatives. Oversee efforts to enhance public trust and confidence in the judiciary, strengthen employee knowledge and performance, and promote effective communication among court personnel, justice partners, and the community. Support the Court Administrator in all communication (internal and external) efforts. This role reports directly to the District Court Administrator.

COMMUNICATIONS AND PUBLIC INFORMATION
Develop and implement comprehensive communication strategies that support the court’s mission, goals, and priorities. Serve as the court’s lead communications professional and public information resource. Draft, review, and disseminate official court communications, including announcements, reports, newsletters, press releases, and executive correspondence. Manage internal communication initiatives to ensure timely and consistent information sharing across all court divisions. Coordinate media inquiries and assist court leadership with public messaging and community outreach. Oversee digital communications, including website content, social media platforms, and public-facing informational materials. Promote transparency and public understanding of court operations, programs, and services. Serve as primary contact for all Open Records Requests.
TRAINING AND PROFESSIONAL DEVELOPMENT
Design, implement, and evaluate training programs for court staff, and leadership personnel. Establish partnerships professional associations to expand learning opportunities. Monitor compliance with mandatory training requirements and professional certification standards. Evaluate training effectiveness and recommend improvements to support organizational excellence.
STRATEGIC ENGAGEMENT AND ORGANIZATIONAL DEVELOPMENT
Develop strategies to strengthen relationships and collaboration among court divisions and external partners. Facilitate strategic planning sessions, special projects, and organizational improvement initiatives. Support court leadership in implementing strategic goals, performance measures, and change management efforts. Coordinate public education programs and community engagement activities that increase awareness of court services and civic responsibilities. Represent the court on committees, task forces, and collaborative initiatives as assigned.
LEADERSHIP AND ADMINISTRATION
Supervise communications, training, and related programs. Develop and manage departmental contracts and resources. Prepare reports, presentations, and recommendations for executive leadership. Establish performance metrics and evaluate program outcomes. Ensure compliance with applicable court policies, judicial ethics requirements, and governmental regulations.
Minimum Qualifications
Bachelor’s degree required; advanced degree (e.g., MPA, JD, MBA) strongly preferred. Minimum of 7 years of progressively responsible experience in public administration, judicial administration, project management, or a related field. At least 3 years in a leadership or managerial role with responsibility for strategic planning or cross-functional project delivery.
Specific License or Certification Required: Valid State of Georgia Driver’s License or proof of mobility equivalent may be requested.
Knowledge, Skills, And Abilities
Deep understanding of court operations, judicial systems, and public-sector governance. Exceptional project management skills, Strong analytical and problem-solving abilities, and data-driven decision-making. Excellent communication skills, both written and oral, with the ability to present to executive audiences. Political acumen and the ability to navigate complex stakeholder environments. Ability to lead through influence and build consensus across diverse groups. Experience with process improvement methodologies (e.g., Lean, Six Sigma) is a plus. High ethical standards and sound judgment.
Requires the ability to work with others to coordinate the more complex programs and more complex problems associated with the responsibilities of the job. Often represents the department and/or organization when dealing with others.
Physical Requirements
Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class typically require sitting, standing, walking, fingering, driving, talking, hearing, seeing, and repetitive physical motions.
Sedentary Work
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

The establishment of the Office of Court Administration aimed to oversee the planning, business functions, and operational support of the Superior Court Judicial Divisions. This includes managing budgeting and accounting, personnel administration, resource management, systems and facilities management, court program development, and supervision for the Superior Court.Among its areas of responsibility, the Court Administrator's Office provides public information officers to assist more than 175,000 citizens annually. It also schedules interpreters for non-English and hearing-impaired parties, coordinates the court-mandated Seminar for Divorcing Parents, and supervises and administers jury management services for DeKalb Courts, the Family Law Information Center, and the Drug Court program. Additionally, the office oversees the administration of the Alternative Dispute Resolution Trust Fund and the Law Library Trust Fund Boards.The Court Administrator's Office also coordinates courthouse tours, allows courtrooms to be used for mock trial competitions, and schedules courtroom observations for visiting dignitaries.
