Job Description

Community Operations Associate

Housing Alexandria (HALX) is a non-profit affordable housing developer and owner.

Purpose of Position

The Community Operations Associate supports the operational performance of multi-family Low-Income Housing Tax Credit Program (LIHTC) and affordable communities by assisting in day-to-day operations, ensuring compliance with legal and fair housing standards, maintaining a high standard of resident satisfaction, and reporting. This role collaborates closely with the property management team to coordinate projects, support vendor activities, and assist with lease enforcement, while ensuring residents are happy and supported.

The ideal candidate has a foundational understanding of LIHTC and affordable housing regulations, excellent organizational skills, and a proactive approach to problem-solving. This position reports to the Community Operations Manager or relevant supervisor.

Primary Responsibilities

Customer Service

  • Address resident concerns, inbound calls, and visitors’ inquiries promptly and professionally, ensuring timely resolution or escalation as necessary. 
  • Assist residents with maintenance requests, ensuring accurate documentation and proper follow-up through property management systems like Entrata. 
  • Maintain resident files, both digital and paper, updating for accuracy and storing securely according to company and legal requirements.
  • Assist with leasing activities by responding to inquiries and compliance-related questions, coordinating and executing tours, and new resident welcome activities.  
  • Support resident renewals and recertification activities.
  • Assist with lease enforcement through resident communication, education, and eviction activities while adhering to legal and fair housing requirements.
  • Support delinquency management efforts, including tracking payments, issuing notices, and assisting with resolution plans.
  • Maintain up to date flyers and posted signage throughout the property for resident events and notices. 
  • Collaborate on initiatives and events to improve resident engagement and satisfaction.

Community Strategy

  • Execute property walks and consistent reporting to ensure that the property meets safety and touring standards.   
  • Assist in tracking expenses, adhering to budgets, and identifying cost-saving opportunities.
  • Support in audit and inspection readiness, reporting, and address any action items or corrections promptly and accurately as required.
  • Support collaboration with Leasing & Compliance and Maintenance teams to ensure all Community Operations activities are executed fully in your community.
  • Support the oversight of community repairs, improvements, and renovations, ensuring they meet HALX quality standards.

Ongoing Work

  • Maintain accurate and up-to-date financial, operational, and resident-related records in Entrata, SharePoint, and other required platforms.
  • Participate in training and professional development to enhance knowledge of property management and affordable housing regulations.
  • Support HALX fundraising and brand-building campaigns.
  • Foster Housing Alexandria’s mission, culture, values, strategic plan, and commitment to diversity, equity, and inclusion. 
  • Perform other duties as directed. 

Required Skills and Qualifications

  • Experience or education in leasing, marketing, or customer service, preferably in the affordable housing sector.
  • Tech-savvy, with the ability to navigate property management software and teach residents how to utilize it.
  • Ability to understand financial activities, including rent roll, budgeting, and expense tracking, with keen attention to detail.
  • Strong communication and interpersonal skills to foster resident satisfaction and team collaboration.
  • Organized and detail-oriented, able to manage multiple tasks and priorities efficiently.
  • Commitment to supporting Housing Alexandria’s mission, values, and commitment to diversity, equity, and inclusion.

Physical Requirements 

Operations team members need to be able to physically inspect the property as part of their required duties. This may include, but is not limited to, climbing stairs, kneeling, standing for extended periods, walking, and navigating tight spaces.

Day-to-day operations primarily take place in an office setting, requiring extended periods of sitting, repetitive motions, occasional exposure to high noise levels, and occasional lifting.

Beneficial Skills and Qualifications

  • Spanish or Amharic speaking, writing, and reading fluency preferred.
  • Basic knowledge of Landlord-Tenant and Fair Housing laws.
  • Experience aiding individuals and groups facing difficulties such as economic disadvantage, unemployment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, and inadequate housing.

Position Requirements   

This full-time permanent position requires the team member to work eight-hour shifts onsite in the property office Monday through Friday. Some weekends and evenings are also required. Travel within the City of Alexandria is sometimes required.

Salary and Benefits

Commensurate with experience and varied by property. $16hr to $21hr.
