Electronic Security Solutions (ESS) Business Development (BD) "Rainmaker" Federal Strategic Manager

As the Electronic Security Solutions (ESS) Business Development (BD) "Rainmaker" Federal Strategic Manager , you will serve as a Business Development enablement leader in Charleston, SC. This role enables, coordinates, and accelerates campaign execution by building the pursuit pipeline, driving an operating cadence, and ensuring cross-functional inputs are aligned to the ESS campaign plan. You will partner closely with the ESS LOB VP, BD/Capture leaders, Operations, Engineering, and Program teams to improve pipeline health, PWin discipline, and the on-time production of campaign deliverables tied to quarterly and annual actions. This role is for a leader who is relentless about outcomes, thrives in ambiguity, and can rally teams to win in complex government environments. Your success will be measured by the achievement of 3- and 5-year strategic objectives that are underpinned by quarterly and annual campaign actions.

This position is contingent upon your ability to maintain/transfer your Secret clearance

In this role you will:

Lead the ESS campaign operating rhythm and cross-functional alignment to deliver defined objectives, including:

  • Facilitate campaign planning and updates by consolidating market intelligence, customer budget signals, and competitive inputs into clear decision-ready materials for the ESS LOB VP and BD leadership.
  • Support identification of “right-to-win” pursuits by maintaining an opportunity pipeline and coordinating inputs for bid/no-bid and prioritization decisions.
  • Drive pursuit excellence in close partnership with Pursuit/Bid Teams by coordinating win strategy reviews, ensuring value proposition/competitive positioning inputs are captured, and tracking actions that improve PWin and proposal quality.
  • Coordinate campaign investment inputs required to compete and win by working across Engineering, Operations, Finance, and BD to compile resource needs (talent, tools, marketing, bid support) and present options.
  • Enable customer engagement planning by coordinating call plans, engagement rhythms, and preparation materials; ensure follow-ups and actions are captured and driven to closure with the responsible program owners.
  • Coordinate campaign messaging and collateral with marketing/communications to ensure the ESS campaign narrative is differentiated, credible, and compelling.
  • Run the campaign operating cadence by maintaining the ESS campaign plan, driving recurring reviews (pipeline, pursuits, risks, dependencies), publishing decisions and action items, and escalating issues to leadership for resolution as facts change.

To be successful in this role, you will have:

  • An active DoD Secret security clearance
    • U.S Citizenship required
  • A Bachelor's Degree
  • Minimum 10 years of experience in government contracting (BD/capture/program/operations leadership)
  • Proven strength in translating strategy into disciplined campaign execution (operating cadence, alignment, action tracking, decision support)
  • Demonstrated ability to lead cross-functional, matrixed teams to outcomes
  • Strong customer relationships and senior-level stakeholder engagement for current ESS customers/end users
  • Excellent executive communication and presentation skills; comfortable briefing internally and externally
  • Willingness to travel up to 25%-50% to meet customers and industry partners as required (Candidates local to Charleston, SC office will require less required travel)
    • Ability to obtain and maintain a valid U.S Passport

Additional desired experience and skills:

  • Located in Charleston, or other key target market area (Norfolk, San Diego)
  • Experience working with political constituents and navigating complex stakeholder ecosystems
  • Background in Electronic Security Systems equipment (modernization, installation, integration and sustainment)
  • Strong NAVWAR network and connections
  • Demonstrated innovation and experience with growth automation (tools and workflows)
