Job Description

Strategic Communications Management Support:
The contractor shall assist in developing internal communication strategies, policies, and processes to address changes in roles and responsibilities and garner support for an integration of communications capabilities across DCSA. Deliverables include but are not limited to policies, processes, standard operating procedures that will be socialized with DCSA stakeholders and leadership, knowledge management strategy, implementation plans and regular status updates and archiving of all strategic comms materials. The contractor shall provide the following support:
  • Documenting the policies, processes, and standard operating procedures (SOP) that support oversight of DCSA’s external communications and interactions with other communication teams across DCSA.
Strategic Communications Operations Support:
The contractor shall provide strategic communications operational support to internal and external communications channels. The contractor shall support development of webpage content and page design to make navigation easier and more conducive to operational support capabilities. Provide professional insight to assist implementation of organizational strategic communications campaign to existing websites and other media platforms. Provide professional recommendations on utilizing organizational strategic communications campaigns on evolving media platforms. Provide innovative and creative approaches for reaching target audiences, recommendations on best practices for measuring impact of web presence and social media activity and implement these best practices in proposed processes and metrics reporting. Deliverables include, but are not limited to, command briefing with tailored variants for specific mission needs; content for DCSA’s internal and external websites and social media; and metrics collection strategy for website and social media platforms, implementation plan, metrics dashboard, and regular updates, and quarterly assessments and recommendations. The contractor shall provide strategic communications operational support to internal and external communications channels, which includes the following:
  • Developing and managing updates to the Agency command/Directorate briefing for use with internal and external stakeholders, including providing tailored briefings as needed for specific audiences.
  • Collecting and analyzing metrics on websites to inform content-related decision-making across the strategic plan implementation teams and providing monthly updates on an agreed-upon set of metrics for each website/SharePoint.
  • Collecting and analyzing metrics on social media engagement to inform content-related decision-making across the strategic implementation teams and providing monthly updates on an agreed-upon set of metrics for social media.
  • Author, socialize, and assist in the posting of social media products to support communication strategies and DCSA messaging efforts.
  • Work with web and content developers to ensure social media is aligned and linked to web presence.
  • Develop graphic support, content, and materials for social media postings.
Strategic Communications Outreach Planning Support:
The contractor shall provide strategic communications outreach planning support for any events that will be identified in the Agency outreach and engagement plan as event at which DCSA leaders will participate as presenters and/or will host a booth. Deliverables include, but are not limited to, a standard event planning playbook, tailored event project plans, conference materials (e.g., briefings and talking points, brochures, slick sheets), meeting agendas for prep sessions, hot washes, event notes, after action reports and lessons learned, and knowledge management implementation with the archiving of all materials. Each of these events will further the objectives in the mission-specific strategic communication strategies. This support will include the following:
  • Coordinating the planning for DCSA to participate in events each year, including proposing an agenda and project plan, developing materials that align with the mission-specific objectives for all aspects of the event preparations, hosting prep sessions, supporting logistics planning, capturing notes at the event and hot wash sessions with DCSA attendees, and providing after action reports and lessons learned analysis.
  • Building and managing a knowledge management repository for all DCSA outreach events.
  • Capture the client’s requirements and expectations for each event. Be able to align event milestones, approaches, and activities to these objectives.
  • Liaise with vendors, exhibitors, and stakeholders during the event planning process to ensure everything is in order.
  • Provide support for event set-up, tear down, and follow-up processes.
  • Support federal customers with providing information for the event budgets.
  • Coordinate activities with federal staff to book venues, talent, photographers, and schedule speakers.
  • Conduct final inspections on the day of the event to ensure everything adheres to the client’s standards.
  • Coordinate event communication, media, messaging, and associated materials (handouts, schedule, merchandise, press release).
  • Conduct outreach to ensure dissemination of event details to customers, public, partners, etc.
  • Develop process, monitoring, and management of attendees, RSVPs, briefing / briefer requirements, and ensure senior attendance/protocols are implemented.
  • Assess an event’s overall success and submit findings; collect and document attendee details along with other forms of feedback (e.g. surveys) and metrics.
  • Complete communication plan to support large events; manage and execute details; coordinate and manage working groups associated with the event – include stakeholders.
  • Coordinate with DCSA Public Affairs team and other communication teams.
Job Requirements
  • Location: Linthicum, Maryland
  • Remote or in-person: In office every Wednesday (or any other time needed), but typically, the other 4 days telework
  • Hourly or Salary & the respective rate: Salary range – $100k-$115k
  • Clearance Level: Active Secret Clearance required
  • Must have 8 years of strategic communications experience and federal government contracting experience.
  • Must have a bachelor’s degree in communications, Journalism, Public Relations, or another related field.
