Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

- Translating S&T's mission, RDT&E portfolio, and program milestones into tailored outreach strategies and messaging for private sector audiences, including current performers, prospective non-traditional vendors, and venture capital communities.
- Drafting, refining, and maintaining a strategic communications plan, including but not limited to key messages, branding development, stakeholder communications methods and campaigns, schedules, and stakeholder lists.
- Developing, coordinating, and producing industry-facing content such as talking points, briefings, event narratives, media advisories, digital copy (LinkedIn, newsletters), and stakeholder session materials.
- Supporting leadership participation at anchor events, roundtables, demonstration days, and other industry engagements, including developing timelines and schedules, stakeholder lists, preparation materials and post-event follow-up communications.
- Ensuring that opportunities, solicitations, T&E events, and program results are communicated accurately, consistently, and in a way that highlights business-relevant mission needs.
- Aligning all industry-facing messaging with S&T's strategic industry engagement model and broader communications strategy.
- Designing and executing industry outreach campaigns, providing surge capacity for time-sensitive or high-priority engagement initiatives.
- Capturing feedback and outcomes from industry engagements and recommending adjustments to outreach tactics to strengthen relationships and improve pipeline quality.
- Facilitating high-level engagement and dialogue with industry partners on behalf of S&T leadership.
- Aggregating and synthesizing engagement data, market feedback, and partner insights to inform strategic communications decisions and recommendations.
- Developing status reports, briefings, and read-ahead materials; organizing and coordinating meetings, discussions, and seminars.
- Managing multiple concurrent engagements and priorities, including responding to quick-turn requests from leadership.
- Facilitating meetings and preparing clients for leadership and partner briefings.
- Bachelor’s degree with 10+ years of related experience OR Advanced Degree with 5+ years of related experience. Preference for Degrees in Communications, Marketing, Public Relations, Public Policy, Business, or a related field.
- Eligibility to obtain a Secret Clearance and DHS Suitability determination.
- Strong written and verbal communication skills, with demonstrated ability to translate complex technical programs into compelling, audience-appropriate messaging.
- Demonstrated experience developing strategic communications plans and content, outreach campaigns, or stakeholder engagement materials in a government or technology context.
- Excellent interpersonal and relationship-building skills with the ability to engage effectively with senior leaders, industry executives, and diverse private sector stakeholders.
- Experience developing industry-facing communications for federal R&D programs, including distilling highly technical information into impactful, concise, plain-language work products.
- Familiarity with private sector engagement channels and tactics, including LinkedIn, digital newsletters, industry conferences, and stakeholder events.
- Proficiency using CRM platforms or contact and engagement management database tools.
- Experience developing marketing and communications material to promote industry announcements, including RFIs and Topic Calls, and success stories.
- Experience planning and supporting industry engagement events such as demo days, industry days, roundtables, innovation showcases, and webinar series, managing timelines, logistics requirements, and engaging and monitoring event vendors.
- Understanding of federal acquisition processes and how communications support vendor engagement, solicitation awareness, and pipeline development.
- Experience working with venture capital communities, startup ecosystems, or non-traditional defense/homeland security vendors.
- Experience developing and executing outreach campaigns and developing, refining, and maintaining evaluation metrics as part of a strategic communications plan.
- Deep knowledge of DHS mission areas and homeland security technology priorities.
- Experience aligning communications strategies with broader organizational engagement models or strategic plans.
- Track record of clear, consistent communication with program managers and senior leadership.
- Demonstrated ability to independently develop and execute project plans with minimal oversight.
- Ability to work effectively in a dynamic, team-oriented environment and adapt productively to shifting priorities.
- Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE, CISA).
- Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project), specifically in developing graphics, presentations, and easily digestible spreadsheets.
- Active Secret clearance (or above) and current DHS Suitability strongly preferred.

Posted Salary Range: USD $95,500.00 - USD $149,200.00 /Yr.
