Job Summary
Provide technical and regulatory support to Transmission Capital Delivery regarding Public Utility Commission of Texas (PUCT) reporting and applications, and land management issues.
Essential Functions
Review legislative bills for impacts to the electric business and prepare recommendations to management for action.
Monitor key developments in rate and regulatory matters impacting CNP or its business environment, and communicate impacts to relevant stakeholders.
Keep informed of activities regarding transmission regulation and make presentations (written and oral) to management and others on pertinent issues.
Support preparation of regulatory filings including testimony, schedules, work papers, requests for information and briefs on a timely basis and ensure compliance with all regulatory requirements.
Coordinate with the internal teams to gather information and prepare monthly construction report filings to meet PUC Substantive Rules.
Prepare Final Cost Reports (FCR) based on SAP work order information and file with PUC within 180 days of project energization.
Review proposed transmission projects for routing issues and compliance with PUCT substantive rules.
Advise the business on necessary PUC approvals and applications for each project.
For projects that require an amendment to the Certificate of Convenience and Necessity (CCN), evaluate routing alternatives, gather supporting documentation, and maintain contact with management, CenterPoint Energy regulatory staff, attorneys, PUCT staff, civic organizations, and governmental entities.
Verify project progress against contractual milestones in collaboration with routing consultant project management, construction management and project engineer; review and approve progress payments; and review change orders/claims with Supply Chain/Legal.

Monitor and prepare status reports on CCN’s and related filings; support adherence to safety/quality/environmental standards and coordination during filings and updates.
Serve as a department representative on task forces or committees regarding transmission regulatory activities.
Represent CNP’s interest in dealings with regional trade, industry, and professional organizations.
Work closely with industry associations to coordinate industry responses to key rates and regulatory issues.
Establish and maintain communications with members of the appropriate CenterPoint departments to facilitate internal project progression and to identify and research current issues or trends affecting regulatory environment.
Facilitates communication and interactions with external stakeholders (e.g., permitting agencies, landowners, regulators) as necessary during project progression.
Attend workshops and conferences to monitor the regulatory environment to identify trends, issues, or decisions which might affect Company's regulatory objectives.
Education Description
A 4-year college degree with a preference in Environmental Science, Environmental Engineering, Wildlife Management, or a regulatory related field. High voltage transmission or similar infrastructure regulatory experience can be substituted for education, with two years’ experience per year of education.
Experience
Minimum of four (4) years electric utility or similar infrastructure experience, or consulting experience in a regulatory or environmental activities role.
