Own and oversee program compliance and evaluation activities for LEAs and CBOs receiving 21st CCLC and LEAPs grants, guiding grantees through audits, data analysis, and corrective actions across state and federal policies.

Job Description

Responsibilities

  • Serve as subject matter expert on local, state, and federal fiscal policies and procedures for Local Education Agencies (LEAs) and Community Based Organizations (CBOs) that receive the 21st Century Community Learning Centers (CCLC) and Lottery for Education Afterschool Programs (LEAPs) grants and determine compliance with regulations, policies, and procedures.
  • Maintain currency on relevant Tennessee Department of Education guidance, and state and federal policies and procedures.
  • Develop and manage an appropriate blend of self-assessments, desktop reviews and site visits to ensure program compliance of grantees including analyzing, interpreting data, and identifying areas of concern.
  • Provide responsive and timely communication to grantee inquiries.
  • Collaborate with grantees when needed to identify methods of resolution and options for corrective action.
  • Liaison with grantees for project evaluation needs and work with other members of the SWORPS project team on development of policies and procedures to improve data quality.
  • Facilitate or monitor changes resulting from program evaluation recommendations.
  • Act as program evaluation champion reinforcing with grantees notion that evaluation activities are intended to drive continuous quality improvement.
  • Provide technical assistance to grantees on how to use the teacher and parent survey results as well as student participation and outcome data to improve their programs.
  • Coordinate new user training on how to access the Extended Learning Afterschool Program (ELAP) data collection system.

Requirements

  • Experience: Minimum 5 years’ work experience in compliance/auditing of federal or state programs
  • Education: Bachelor’s degree in public administration, education, public health, social work or related social science field
  • Knowledge, Skills, Abilities: Knowledge of local, state, and federal fiscal policies and procedures for Local Education Agencies and Community Based Organizations that receive 21st Century Community Learning Centers (CCLC) and Lottery for Education Afterschool Programs (LEAPs) grants. Knowledgeable about best practices for quality extended learning programming. Ability to conduct reviews and analyze information to compose clear, concise, timely, and professionally written reports. Knowledgeable about data collection methods and methods for protecting confidential data. Demonstrated experience of strong observational, analytical, and critical thinking skills to be able to review trends, information, and outcomes and deduce reasons for the results and consider alternative possibilities for conclusions and recommendations. Demonstrated strong communication skills to be able to provide clear and concise written and verbal reports that outline findings and highlight the reasoning behind recommendations. Ability to maintain discretion with confidential information. Ability to prioritize tasks, follow through to complete assignments in a timely and accurate manner. Knowledge of MS Office platforms including Excel and PowerPoint. Ability to work independently and in a team setting.

Preferred

  • Education: Master’s degree in public administration, education, public health, social work or related social science field
  • Experience: 5 years’ work experience working in extended learning program service delivery settings. Previous experience in extended learning program service delivery.
  • Knowledge, Skills, Abilities: Demonstrated skill in responding to potentially serious compliance issues and violations, and consulting in negotiating resolutions.
