Original Job Description

Role Overview The Director of Program Planning and Producer Guidance will lead Circular Action Alliance’s (CAA) national approach to covered material compliance and reporting under extended producer responsibility (EPR) programs. The Director will set the strategic direction for material reporting, regulatory compliance, and producer guidance across all states where CAA is the approved Producer Responsibility Organization (PRO). This position will serve on the National Program Planning and Operations Team and report to the Vice President of EPR Regulatory Compliance. The Director will provide senior-level regulatory and technical leadership, ensuring consistent implementation of covered material definitions, reporting categories, and compliance protocols. This role will oversee the development of national frameworks, guide state-specific implementation, and drive continuous improvement to reduce reporting burdens for producers while maintaining compliance with all statutory and regulatory requirements. Key Responsibilities Strategic Leadership & Oversight Define and execute CAA’s strategy for covered material compliance, reporting categories, and producer guidance across multiple state EPR programs. Regulatory Oversight Oversee the creation of producer guidance materials, interpretive memoranda, and case histories for material definitions and regulatory updates. Represent CAA in high-profile forums, including media, conferences, and legislative hearings. Partner with the various interested parties to ensure program transparency, accountability, and alignment with state objectives. Serve as CAA’s primary subject matter expert on covered materials for regulators, producers, and industry stakeholders, fostering collaboration and promoting regulatory consistency. Ensure state-level governance aligns with CAA’s national policies and practices. Direct the integration of reporting and compliance frameworks as CAA becomes the approved PRO in new states. Program Planning & Performance Oversee development and execution of Program Plan, ensuring compliance with statute and achievement of performance targets for covered materials in CAA’s programs. Ensure program data, reporting, and metrics are accurate, timely, and actionable. Partner with internal teams—including Producer Services, Data & Analytics, and Materials Services—to provide regulatory guidance, validate data, track towards statutory and regulatory compliance, and support fee structures and reporting processes. Drive harmonization of covered material compliance and category definitions across existing and emerging EPR states. Talent Development & Team Leadership Build, mentor, and manage a team of compliance and reporting professionals to execute day-to-day operations and deliver on strategic objectives. Foster a culture of accountability, innovation, and collaboration across staff and interested parties. Skills & Competencies Demonstrated success managing large-scale, state, or regional programs with complex interested party landscapes. Strong understanding of EPR principles, recycling infrastructure, and materials management. Exceptional communication and interested party engagement skills; ability to represent CAA at the executive level. Proven ability to manage budgets, contracts, and multi-party governance processes. Qualifications 10+ years of progressive leadership experience in recycling, EPR, sustainability, regulatory compliance, or related field Bachelor’s degree in related field required; advanced degree in related field preferred. Compensation & Other Information Location: Remote with potential for in person times and travel for conferences or other applicable events Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidates relevant experience, skills, knowledge and experience. CAA has submitted an initial program plan to operate as the PRO in Oregon, and has also been selected to represent producer interests as the PRO on the State Producer Responsibility Advisory Council in Maryland.
