Salary Range: $60,000 - $70,000

Position Summary
This role is tasked with delivering specialized training and counseling services to businesses in Southeast Pennsylvania, focusing on all facets of federal, state, and local government procurement. A core responsibility is to support small and diverse enterprises, including those owned by minorities, women, and veterans, by providing high-quality, cost-effective, and timely guidance on how to identify, bid for, secure, and fulfill government contracts. Key performance indicators for the Government Marketing Specialist include the number of Defense Industrial Base (DIB) and Government Industrial Base (GIB) clients served, expansion of equity and inclusion measured by participation rates of small, disadvantaged, HUBZone, women-owned, and veteran-owned businesses, as well as counseling hours, documented success stories, client satisfaction ratings, and contract awards facilitated for clients.

The SEPA APEX Government Marketing Specialist (GMS) provides consulting and technical assistance to area businesses and entrepreneurs across Philadelphia, Reading, the Lehigh Valley, and adjacent counties. The GMS educates clients on development and growth strategies and must possess a thorough understanding of government procurement processes and entry opportunities for small businesses within the national industrial base. Responsibilities include managing a diverse client portfolio and ensuring comprehensive follow-up and coordination of activities. As a member of the APEX team, the GMS represents the Center at external meetings and events alongside partner organizations, including community development corporations, banks, government agencies, and professional associations. Additionally, the APEX GMS serves as a secondary point of contact for the Temple Small Business Development Center (TESBDC). This position reports to both the Director of the TESBDC and the Director of the SEPA APEX Accelerator and will undertake additional duties as assigned.

This is a 12-month, grant-funded position with possibility of continued funding.

Required Education and Experience
* Bachelor’s degree 
* At least 4 years of experience in government contract consulting, government contracting, or expertise in delivering training to area businesses as a current/former APEX government marketing specialist
* An equivalent combination of education and experience may be considered.

Preferred Education and Experience
* Master’s degree in business management, marketing, or a related field
* Experience as a private or public contracting officer
* Preference will be given to applicants who demonstrate experience with SBIR/STTR grant programs, providing Cybersecurity guidance for businesses, and/or possess substantial knowledge in advancing Innovative Technology within the government sector.

Required Skills and Abilities
* Significant knowledge of entrepreneurship, small business management and operations, accounting and financial analysis, commercial lending, marketing, market research, human resource management, financing, legal issues
* Strong interpersonal, communication, problem-solving, and listening skills and ability to handle challenging clients
* Ability to manage large client portfolio, strong organizational and time management skills.
*Ability to network effectively with partners and stakeholders
*Proficient digital technology skills and ability to use the CRM to enter data and generate reports
*Ability to travel to locations that may not be accessible to public transportation

This position is assigned a hybrid work arrangement (on-campus and remote) – the duration of this hybrid work arrangement is at the discretion of Temple University and the Department.
