King County Metro’s Business Intelligence team is seeking an exceptional leader to serve as the Senior Business Analyst – Data Analytics Platform Product Manager. This role is a Scrum Product Owner responsible for guiding the strategy, development, maintenance, and continuous improvement of Metro’s enterprise data warehouse and related business intelligence products (Azure Synapse / Databricks / Power BI). The successful candidate will blend strong business analysis expertise, platform expertise and experience, and product management leadership to ensure Metro’s data analytics platform, tools, and processes effectively support operational, strategic, and equity-focused decision making across the agency. This role is primarily responsible for interfacing with cross functional teams to understand business needs, translate them into technical requirements, and deliver data products that support Metro’s operational and strategic goals. The position facilitates analytical work, evaluates business processes, and helps develop meaningful performance measures and KPIs that drive improvement across the organization. As the Data Analytics Platform Product Manager, the role guides the development and enhancement of Metro’s data systems by managing product backlogs, prioritizing features, and collaborating with developers, and end-users. It also supports Agile workflows, ensures reliable and secure data access and reporting, and works with internal and external partners to strengthen data sharing practices, governance, and the overall usability of Metro’s data warehouse analytics platform. About The Business Intelligence Team The Business Intelligence Team falls within Metro's Finance & Administration division. Metro's Finance and Administration division supports other Metro divisions and department leadership by providing consistent and cross-functional enterprise-wide support services to advance Metro's strategies and targets through evidence-based management. The Business Intelligence team serves this function by developing data structures through the development of a data warehouse and the creation of data products such as data visualization, analytics and tool development. The Business Intelligence team also drives the growth of business literacy throughout the organization by developing a data-based business review process focused on continuous improvement. Position Info: This recruitment will be used to fill one (1) Career Service (CS) Senior Business Analyst classification vacancy. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. This position is comprised of the following core duties: Lead product or program management activities for data warehouse and business intelligence products Apply Scrum and Agile development processes and serve in a Product Owner capacity Oversee multiple concurrent projects and ensure timely delivery of data solutions Translate business requirements into technical specifications and communicate effectively between developers and -end-users Build and maintain internal and external partnerships to support data sharing and governance Support modern data engineering and analytics work using Python and Databricks Use T--SQL, Azure DevOps, and other technical tools to support data product development Provide people management support such as guiding individuals, teams, facilitating work, and coordinating efforts Design, develop, implement, and maintain reporting tables, metrics, and reports that drive key business decisions using third party BI applications. Prepare performance dashboards, regular performance reports, and summaries of results and interpretations of findings for a wide range of audiences including agency leadership, employees, and community representatives. Utilize excellent verbal and written communication skills in order to interact professionally with diverse groups, senior leaders, managers, subject-matter experts, and convey technical information to non-technical users. Maintain system data and system integrity by evaluating and coordinating the correction of system problems, developing solutions, and resolution documentation. Develop, maintain, and update MS Teams and SharePoint systems and applications. Analyze, design, and monitor system functionality. Gather, define, and translate complex system requirements into functional specifications. Document findings and specifications, develop system integration test plans, and propose efficiencies and business process improvements. Research, design, data map, develop, test, implement, train and document enterprise application systems, BI reports, application modifications, business process improvements, system configuration changes, and other related application functions. Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation. Develop acceptance criteria. Provide support and training to end users on system software and tools. Lead multidisciplinary teams to carry out complex studies and analyses to define business requirements and alternative options for improvements for a variety of operational, procedural, and management issues. Act as consultant and primary advisor to all levels of management across division and department lines; serve as expert technical resource for cross-functional, inter-departmental projects and project teams. Support business teams in identifying and delivering significant and quantifiable business process improvements through the application of process improvement methodologies such as Lean and Six Sigma. Initiate and lead problem solving efforts, working closely with internal and external stakeholders. Support multidisciplinary teams in the use of performance feedback systems and visual management tools to assess the health of the organization. Engage line/process/department personnel in all phases of improvement efforts including value stream mapping, creating standard work, and implementing daily management systems. Experience, Qualifications, Knowledge, Skills We are looking for candidates who have: A bachelor’s degree or certification in business, business analytics, data science, computer science, management information systems, or related field, AND a minimum of four (4) years related business process analysis and improvement experience, which includes two (2) or more years of facilitation and/or leadership experience; OR a combination of experience and education that provides the required knowledge, skills, and abilities to perform the responsibilities of the position. Advanced knowledge of analysis, design, and development and maintenance of complex business and data management systems. Knowledge and experience with data warehouse product or program management. Knowledge of Scrum and Agile Development processes and procedures. Knowledge and experience with project management techniques methodologies and tools. Two (2) or more years of experience with using Microsoft Power BI (Business Intelligence) or similar BI tools. Intermediate to advanced proficiency with Microsoft Excel. Skill in using office software programs including word processing, spreadsheets, databases statistical analysis tools, presentation, cloud based collaboration tools, and email. Knowledge and skill in application of statistical analysis of variance concepts and theories for identification of benchmarks, trends, and anomalies. Knowledge and skill with performance management processes, data analysis and strategy. Skill and experience analyzing qualitative and quantitative data, solving complex analytical problems, and making recommendations based on analysis of data and information. Skill in translating business requirements into technical requirements/language and vice versa; experience in liaising between developers and end users Ability to manage multiple projects. Skill and experience working with a variety of individuals from diverse backgrounds and organizational roles, breaking down barriers to open communication and developing/maintaining collaborative relationships Experience working with diverse groups including executives, senior leaders, managers, subject matter experts, customers, technical and non-technical audiences. Other Position Information Work Location: This is a hybrid position. The team works in a hybrid model, with days in the office as well as telecommuting. Currently the team is required to work 1 day in office on Tuesdays each week. In office requirements are anticipated to increase to 2-3 days per week in 2026.
