Planner I: Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Planner II: Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Planner III: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Planner IV / V: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties Planner I essential duties include: Assists departmental staff on administrative, technical and regulatory aspects of planning. Assists in developing and implementing short-range and long-range local and statewide plans and projects. Assists with budget preparation; monitors and estimates future costs. Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects. Performs planning and programming activities in support of management-related programs and/or transportation projects. Provides general information and support to governmental officials, sponsors, users and the public. Reviews, evaluates and responds to requests from sponsors for state and federal improvement funds. Performs other job responsibilities as assigned. Planner II essential duties include those listed above and: Develops, and implements short and long-range local and statewide plans and projects. Develops and monitors statistical performance measures. Administers the public transportation grant program. Planner III essential duties include all those listed above and: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Represents the Department at local, state and federal levels. Planner IV essential duties include all those listed above and: Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports. Planner V essential duties include all those listed above and: Analyzes state and regional transportation, logistics and supply chain systems. Assists with the development and updating of departmental policies and procedures relating to specific program(s) or business area(s). Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, port districts and the public. Minimum Qualifications: Education: Bachelor's degree in transportation planning, urban planning, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: Planner I: 1 year planning or research analysis experience. Planner II: 2 years planning or research analysis experience. Planner III: 3 years planning, research or legislative analysis-related activities. Planner IV: 4 years planning, research or legislative analysis-related activities. Planner V: 5 years planning, research or legislative analysis-related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. Competencies: Applicable analysis methodologies Statistical analysis methodologies and reporting procedures Forecasting methodologies Modeling principals and practices Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies Budgeting methods and procedures Applicable contract/grant/funding/project/program processes, policies and procedures Transportation funding programs Physical Requirements and Working Conditions: Subject to environmental conditions; protection from weather bot not temperature changes Subject to noise and vibration Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing - prolonged periods of time Fingering - picking, pinching, typing; working primarily with fingers rather than whole hand Talking - expressing or exchanging ideas by spoken words Hearing - perceive sound at normal speaking levels; receive information by oral communication Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading Visual Acuity - determine work quality/make general observations of facilities/structures Conditions of Employment: Please click this link to read the standard conditions of employment for all positions: Standard Conditions of Employment (TxDOT) Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Must attend work regularly and observe approved work hours. Required to work weekends and holidays. Required to work hours other than 8 to 5. Required to wear personal protective equipment provided by employer and comply with all safety requirements.
