Position Description The County is seeking a talented and experienced PEG Studio Manager to lead the operations of our Public, Education, and Government (PEG) access television studio. This role is ideal for a creative, technically skilled media professional who enjoys producing community-focused content and managing a modern studio environment. The PEG Studio Manager oversees daily studio operations, supervises media staff, produces high-quality video programming, and ensures compliance with relevant broadcast standards. This position plays a key role in informing and engaging the community through the County’s media channels. This is managerial, technical, and administrative work in planning, creating, directing, producing, and scheduling programs, including the operation of television equipment in support of the County's Public, Education, and Government (PEG) television studio. NATURE AND VARIETY OF WORK An employee in this classification is responsible for coordinating all operating facets of the County's Public Education and Government (PEG) cable television access channels and studio facility. Work is conducted across many genres in television and program productions for government access channels and county studio activities such as the televised County Council sessions, Circuit Court Judge induction ceremonies, and Public Service Announcements. Work involves considerable contact with county employees, county citizens and representatives from cable television agencies. Work involves responsibility for planning, hiring, assigning duties, purchasing decisions, and program productions for government and public access channels. Work also involves overseeing production and editing of informational and training videos for internal use, scheduling, and equipment budgeting. Work requires an understanding of technical processes involved in television production, including cameras, lighting, sound, and editing. An employee in this classification must perform within strict broadcasting deadlines. Work involves supervisory responsibility for technical crew in production activities. Work is performed with considerable independence within established policies, regulations, and technical guidelines for use of the PEG facility, and is reviewed by a superior through conferences and reports. An employee in this classification is designated as an essential employee who is required to work under all weather conditions with frequent exposure to outdoor temperatures. Physical effort involves bending, stooping, reaching, walking, crawling in tight spaces, entry into confined spaces, and may involve lifting of heavy items. Examples Of Duties And Knowledge, Skills And Abilities (Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimal qualifications and salary level for this class. They are not intended to include all of the essential functions of the class.) Work with the County Executive’s Communications staff to produce content and cover events. Manage daily PEG studio operations, production schedules, and channel programming. Lead and supervise media and communications staff, including hiring, training, and performance management. Produce, direct, and edit original video content, including city meetings, PSAs, social media features, and community programming. Oversee live and recorded productions, ensuring high-quality audio, video, lighting, and broadcast delivery. Maintain and manage studio equipment, digital servers, editing systems, and control room technology. Develop and deliver training for staff, interns, and community producers on video production and editing. Foster community engagement through outreach, promotional content, and public communication. Ensure compliance with FCC regulations, franchise agreements, and city policies. Support the County’s Emergency Operations Center (EOC) as needed. Manages and coordinates all aspects of studio production activities for troubleshooting, videotaping, editing, shooting, and writing for studio and remote site productions. Schedules public access facility and equipment for public use and plans for equipment upgrade. Calibrates equipment and systems and provides audio-visual support to staff for internal and external purposes. Draft and update policies and procedures for public use of PEG television studio. production equipment. Operates and oversees video equipment such as cameras, switches, audio mixers, videotape recorders/players, editors, character generators, and automated playback equipment. Makes decisions regarding hiring, evaluation, promotion and termination of employees. Supervises and manages a production crew, including facilitating team activities such as planning, scheduling, prioritizing, delegating work, and identifying and solving work area problems. Performs related duties as required. Thorough knowledge of supervisory practices and principles. Considerable knowledge of personnel and supervisory practices for oversight of staff. Skill in the operation of studio production equipment and fiber optic technologies. Ability to communicate effectively in writing and oral. Ability to develop and implement new programs to improve efficiency and productivity. Ability to enforce and interpret regulations of technical standards in accordance television studio production activities. Ability to plan, schedule, coordinate, and supervise the work of technical personnel. Ability to communicate effectively and establish and maintain working relationships with county officials, employees, contractors, and the public. Ability to meet physical requirements related to studio and field production; Reasonable accommodations available upon request Minimum Qualifications Graduation from an accredited four-year college or university with a degree in electrical engineering or a related field; and two (2) or more years of experience in fiber optics and telecommunications systems and operations, including six (6) or more months of experience in contract management and a valid non-commercial Class C motor vehicle operator's license. Note: The Electrical Engineering or related field may include areas of study such as broadcasting, communications, business management, or similar areas of study. Note: The Graduation from an accredited four-year college or university with a degree in electrical engineering or a related field may be substituted on a year-for-year basis with four (4) or more years of experience in the management, supervisory, or administrative experience in PEG access television or a related production environment. Note: Background Check Required; Satisfactory Driving Record Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States. For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. Supplemental Qualifications Three (3) years of management, supervisory, or administrative experience in PEG access television or a related production environment. One (1) or more years of experience in video production, editing, programming, and customer/community engagement. One (1) or more years of experience managing contracts or facility operations. Technical proficiency with Adobe Premiere Pro, Final Cut Pro, digital switchers, non-linear editing systems, playback servers, and modern broadcast workflows.
