Summary Directs a large broad-based multi-sectioned office responsible for facilities services planning; plans, organizes, supervises, and evaluates all activities, program functions, personnel, and physical and fiscal resources of the assigned office; is responsible and accountable for strategic planning and outcomes. Qualifications Required Any combination of education and experience equivalent to a master's degree in urban planning, economics, business administration, or a related field. Six (6) years of experience in facilities planning, land use, or capital planning, some of which shall have been in a supervisory or leadership role. Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience. Must possess or capable of obtaining within the first year of employment: American Planning Association Certification American Institute of Certified Planners Certification Knowledge of the principles, practices, methods, and theories of facilities planning to include demographics, land use, and capital budgeting. Knowledge of County land and facility development standards, procedures, and practices as applied to facility planning and utilization. Knowledge of current technologies such as GIS mapping and projection software systems. Familiarity with applicable local, county, and state regulations, laws, and policies. Ability to manage fiscal, physical, and human resources to successfully carry out the function and programs of the office. Ability to supervise, evaluate, and lead. Ability to facilitate meetings and/or present information to groups. Ability to conduct complex administrative studies. Ability to establish and maintain collaborative working relationships with personnel assigned to schools, other departments, public entities, and citizens. Proficiency in the use of technology and data compilation, analysis, and reporting. Ability to communicate effectively, both orally and in writing. Major Duties/Essential Functions Leads in the development, management, evaluation, and modification of multifaceted facility planning and utilization activities centered on current physical and capital planning principles and practices including strategic, life-cycle, and contingent planning methods. Evaluates and directs effective incorporation of appropriate land use and population projection and forecasting techniques into methods, processes, and programs using current technologies such as geographic information systems (GIS) and databases and projection software systems. Participates in department-level deliberations and decisions in a manner reflecting a broad understanding of facility design. Oversees forecasting formulation and planning to ensure consistency with area population, labor, real estate, and housing market dynamics. Represents the Division in the negotiation of proffers with the County, Board of Supervisors, and developers. Develops new communication systems and decision-making protocols with other offices. Collaborates with and/or supports personnel assigned to schools, other offices, departments, and non-school agencies to accomplish the office's, department's, and school division's mission. Directs the planning and implementation of staff development and training programs for departmental and school-based staff, as appropriate. Projects need for, manages, and is accountable for human, physical and financial resources with the goal of maximizing the efficiency and effectiveness of the office. Plans short- and long-term objectives for office, department, and school division. Directs the completion of program statistics and ensures the development of appropriate reports, regulations, and related directives for Leadership Team or School Board consideration and action. Leads in the development of strategies for achieving the goals in the Strategic Plan and the monitoring of results for and application to assigned office, and works directly with and is accountable to FCPS leadership. Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates. Leads or facilitates meetings with community groups or employee associations; integrates knowledge and understanding of human/community dynamics and local history into formulated plans. Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance. Acts as liaison with School Board appointed citizens advisory group. Meets with, presents to, and/or makes facilities planning recommendations to high-level officials or School Board. Negotiates and/or manages contracts, grants, partnership agreements and/or memoranda of understanding/agreements. Oversees the work of vendors or contractors. May serve as the primary backup for the executive director of capital improvements and planning and/or assistant superintendent in their absence. Performs related duties as required or assigned. Work Environment/Physical Requirements This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may also visit worksites in the field and be exposed to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, and loud noises.
