Under the general direction of the Planning & Zoning Director, the Assistant Planning & Zoning Director assists in the administration, coordination, and supervision of the Planning & Zoning Department’s programs, activities, and staff. This position plays a key role in implementing the City’s Comprehensive Plan and Land Development Regulations, advancing the City’s vision, goals, and initiatives, and ensuring high-quality customer service, professional standards, and regulatory consistency. Position Scope This is a management support position. This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Coordinates, develops, interprets, and implements the City’s Comprehensive Plan and Land Development Regulations; formulates recommendations for amendments to ensure consistency with state legislation and best planning practices. Oversees and participates in the review of development applications, including site plans, plats, rezonings, variances, conditional uses, and other planning and zoning approvals. Prepares and presents reports and recommendations to the City Commission, boards, or committees. Assigns, directs, and supervises Planning & Zoning staff by performing evaluations and appraisals of their work. Assists Director with staff development, mentoring, training, and performance management. Supervises permit review and inspection work by other planners, checking for accuracy and completeness of review and report preparation. Meets and confers with developers, builders, design professionals, and property owners regarding prospective and active development proposals. Attends and participates in City Commission meetings, workshops, board and committee meetings, and public hearings as directed. Directs and participates in special planning studies, policy initiatives, and long-range planning projects, as required. Makes formal presentations to public and professional audiences regarding planning and zoning processes, policies, and projects. Assists the Director to develop and manage the annual operating budget of the Planning & Zoning Department. Coordinates planning activities with other City departments, external agencies, and planning consultants. Perform related duties as assigned. Thorough knowledge of the principles, practices and techniques of urban planning, zoning, land use regulation, and related disciplines as applied to local government. Knowledge of local, state, and federal regulations related to planning and development. Excellent written and oral communication skills. Ability to successfully supervise and delegate to subordinate staff. Ability to present technical information clearly to lay persons and professional groups. Ability to establish and maintain effective working relationships with colleagues, peers, officials, other agencies, and the public. Must possess strong decision-making skills, sound judgement, and the ability to work independently. Knowledge of personal computers and knowledge of Microsoft Office Excel, PowerPoint, Outlook. Bachelor’s degree in Urban Planning, Public Administration, or related field from an accredited college; Master’s degree preferred. Minimum of five (5) years of professional planning and/or zoning experience in the public sector. An equivalent combination of education and experience beyond a bachelor’s degree in an aforementioned or closely related field. Prior supervisory experience desired but not required. License and/or Certifications: Certification with the American Institute of Certified Planners (AICP) is highly desirable. Valid Florida Driver’s License Additional Information There is a one-year probationary period.
