Job Summary

Own policy and grant governance for MCH priorities, coordinating Title V MCHBG grants, legislative analysis, and SHIP/Agency strategic reporting to drive policy and program impact.

  • Own MCH policy and grant operations: grant writing, rule development, and budget/monitoring across Title V and related opportunities.
  • Coordinate legislative tracking and implementation planning for MCH bills to shape operations and annual reporting.
  • Lead SHIP/Strategic Plan reporting and state steering activities to align initiatives and drive actionable insights.

Job Description

Responsibilities

  • Responsible for planning, coordinating, compiling, and monitoring the development, review, and finalization of the Title V Maternal and Child Health Block Grant (MCHBG) applications and annual reports, including submission to the federal grantor agency by the specified due dates; maintaining readily accessible electronic copies of all MCHBG grant related documents.
  • Responsible for tracking MCH related legislative bills; lead for preparing and/or coordinating the review and analysis of MCH related legislative bills and developing and updating implementation plans associated with new MCH related or assigned legislation; assists with writing legislatively assigned annual reports.
  • Leads development, promulgation, review, maintenance, and repeal of MCH related administrative rules; assists with data analysis and position papers; helps manage statewide budget issues and other grant applications/monitoring; serves as the lead grant writer for the MCH section including searching and applying for other grant opportunities.
  • Leads coordination and reporting to MC State SHIP and Agency Strategic Plan requests; facilitates state steering committee meetings under the SHIP Priority Area Workgroup.
  • Provides technical assistance and consultation with MCH staff and other Bureau/Division staff on MCH initiatives with emphasis on policy and procedures; reviews policies and guidelines and evaluates impact on operations with recommendations to improve operations.
  • Performs other related work as required.

Requirements

  • Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent may be required to work before, during and/or beyond normal work hours in the event of an emergency.
  • May have access to records containing social security numbers in performance of job duties.
  • Ability to organize data into logical formats for presentation in reports and other written materials; ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques; ability to work independently; ability to understand and apply applicable rules, regulations, policies and procedures; ability to plan, organize and coordinate work assignments; ability to communicate effectively; ability to establish and maintain effective working relationships; ability to collect, evaluate and analyze data to develop recommendations and improve operations.
